It's interesting to note that Stephen was born in St. Mary's. To date I have found absolutely no connection to St. Mary's. Stephen is well documented as being the son of Ambrose Jones of Granville County, N.C. There may be a conflict in birth dates as to whether it is 1748 or 1750. Ambrose had a daughter, Elizabeth, apparently born in 1750 also. Could they be twins? None of my research has put Ambrose in MD. yet, and without a serious road trip to Maryland, I doubt we will find anything.
So without hesitation I suggest the following thoughts: I don't find Ambrose on tax records in N.C. until sometime after 1755. It could be that Ambrose had family in Maryland and possibly was on a visit when Stephen was born. It's also a possibility that Ambrose was in a different county of N.C. since Granville wasn't a county until 1746. Catherine Collins, Stephen's mother , is shown to be born, possibly in 1737. If that is the case then she would have been 10 - 13 years old when Stephen and Elizabeth were born. We certainly cannot put that aside as it is possible and in those days was not such an uncommon practice.
