Individual:
First sheriff to occupy the new Muskingum Co., Jail House which was completed 1 Jan 1824. History of Muskingum Co., Pg. 54 states this story: On the night of the 16th of March 1824, five prisoners escaped the jail. Mr. Burwell offered a reward of $15 for the return of the prisoners and their hoppies. One of them repented and returned to the prison and gave information respecting the tools which had been handed to them to make their escape. The hoppies were found on Putnam Hill and returned.
