Searching for a needle in a "Savage" haystack

I am trying (and I do mean trying) to find my husband's family on his Father's side. The information I have was taken off my husband's birth certificate. The name I have is Marvin Lee Savage, at the time of my husband's birth he was 26 (I'm estimating his year of birth to be 1950), and he was born in Joy, Mercer, Illinois. Sadly my husband knows nothing of his Father's side of the family due to the fact that his parents divorced when he was a small child. Any help, hints, and/or advice you can give me would be greatly appreciated as I'm trying to do this on a very tight budget.
