Looking for info on Luther Thomas Jones b. 1849 in Wheeling WV. He was also married there to a Mary Malinda Walters (she from Barryville, OH). Per relatives the county courthouse (Ohio County) burned down at some point and records were lost. Don't counties report to the state every year (or so)? Is there a cross reference at the state level?
